Background
Beginning as an English-medium boys' school known as the Victoria Institution, named after Queen Victoria, this Victorian English Cottage style building was the inspiration of Senior English Architect A.C. Norman who served at the Public Works Department (JKR) in 1893. The school was officially opened on 3 July 1894.
The rise of the cultural arts era, especially in the fields of theatre and dance, was very prominent around the 1970s and 80s when cultural arts enthusiasts and champions made the Victoria Institution Building a Centre for Training, Assembly and Staging of Arts and Cultural Activities.
This 106-year-old historic building was struck by a fire tragedy on 26 July 1999 that destroyed almost its entire original structure. The original Block 1 building of the Victoria Institution was later restored and rebuilt on its original site. The reconstruction process began on 28 October 2002 and was completed in 2005 at a cost of over RM7 million, now under the administration of the Department of National Culture and Arts, Federal Territory of Kuala Lumpur (JKKN WPKL).

The Complex of the Department of National Culture and Arts Sabah is one of the programmes under the Ninth Malaysia Plan (RMK9). The Sabah State Government approved reserve land at Batu 2, Jalan Penampang covering 1.3 hectares on 4 October 2001 for the construction of this complex, with the cost borne by the Federal Government.
This complex began construction on 13 December 2007 and was fully completed in March 2012. A combination of various motifs adorns the entire space of this building from the Kadazan Dusun Murut ethnic group. Its wall structure and archway depict the longhouse of the Rungus ethnic group, while the glass windows feature Rafflesia flower motifs.
